These definitions explain how Project Pulse describes evidence-backed early-stage construction intelligence.

Early project signal
A dated piece of public evidence suggesting that a need, scheme, programme, appointment or funding decision may be moving. It is not the same as a confirmed tender.
Construction opportunity intelligence
Organised evidence and analysis used to identify, understand, prioritise and track potential construction work before or during procurement.
Capital programme
A planned portfolio of investment in buildings, infrastructure or other long-term assets, usually showing some combination of budgets, timing, funding and accountable services.
Bid intelligence
Information that helps a team decide whether, when and how to pursue a potential procurement. It can include stage, route, stakeholders, incumbents, fit and source evidence.
Commercial inference
A reasoned interpretation drawn from evidence, such as a possible next stage or unfilled appointment need. It should be treated as judgement rather than fact.
Editorial and intelligence note
Project Pulse provides business intelligence based on permitted public information. An early signal is not confirmation that a procurement will occur, and users should validate material opportunities against original sources and later updates.
