Strategies and capital programmes
Estates strategies, asset-management plans, capital programmes and medium-term financial plans can explain long-term need, likely timing, budgets and accountable organisations.
Governance and decision documents
Board, cabinet and committee papers can record approvals, business cases, risks, funding decisions and changes to delivery plans. Minutes may also show what decision is expected next.
Planning, expenditure and appointments
Planning records, published expenditure and contract registers can help confirm movement, identify visible advisers and show whether parts of a team are already appointed.
Procurement sources
Pipeline notices, market engagement, prior information notices, framework activity and formal tenders become increasingly important as a requirement moves towards procurement. They should be used alongside, not replaced by, earlier evidence.
