Public-Sector Construction Early-Signal Checklist
Use a practical checklist to assess whether a public document contains a credible, timely and commercially relevant construction project signal.

1. Identity and source
Confirm the source is public, permitted and attributable to a credible organisation. Record the publication date, URL, document title and the organisation responsible for the project or programme.
- Official or otherwise credible public source
- Current publication date
- Named organisation
- Named site, estate, service or programme where available
2. Need and commitment
Look for a specific built-environment need and evidence that it is progressing beyond general aspiration.
- Condition, capacity, compliance or service requirement
- Budget or funding language
- Decision, approval or business-case activity
- Survey, feasibility, design or planning movement
3. Delivery context
Capture the stated stage, likely next decision, visible advisers, procurement route and timing only where the source supports them. Leave unknown fields unknown.
4. Commercial fit
Compare the signal with your services, sectors, geography, project values, frameworks, relationships, capacity and preferred stages. A real project can still be a poor commercial fit.
5. Limitations and next review
Record conflicting evidence, missing information and reasons confidence may be low. Assign a specific next source or review date rather than allowing an old signal to remain indefinitely.
